Service target groups
Card is issued to patients who suffered from mental health disorders or other disability(ies) which is permanent in nature; or of a temporary nature but the severity of the disability affects one’s major life activities, participation in economic and social activities, and/or mobility, and which takes significantly longer than normal to rehabilitate.
Service Description
The purpose of the card is to enable cardholder, when necessary, as a document of proof of his/ her disability status. It is NOT a privilege card or a discount card; however, discounts are offered in some venues:

Ocean Park | Free admission for cardholders and one accompanying guest enter for half price. |
New World First Ferry | Half-priced fares for cardholders on ferry routes within the Hong Kong territory. |
Star Ferry | Discounted fares for cardholders on Central/ Tsim Sha Tsui and Wanchai/ Tsim Sha Tsui Services. |
Leisure and Cultural Services Department | Discounts for cardholders and accompanying guests on visiting museums, booking facilities in the sports centre and on using the public swimming pools. |
Hong Kong Wetland Park | Cardholder and one accompanying guest can entered with discounted tickets. |
Ma Wan Park | Cardholders are entitled to discounted Noah’s Ark tickets. |
How to Apply
Application form can be obtained from one of the Home Affairs Office or downloaded here.
Applications may be made by the disabled persons themselves or by a third party (e.g. any relatives or friend, or staff of relevant government departments or non-governmental organizations) on their behalf. In the case of a disabled child under the age of 18, the application should be made on his behalf by his parent, guardian or an appointee.

Hong Kong residents aged 60 or above; Eligible persons with disabilities: recipients under the Comprehensive Social Security Assistance (CSSA) Scheme with 100 % disabilities and recipients of Disability Allowance (DA)
Service description
To enable elderly people and eligible persons with disabilities to travel on designated public transport modes and services at a concessionary fare of $2 per trip.
How to Apply
Hong Kong residents (including eligible persons with disabilities) aged 60 or above holding a valid Hong Kong identity card, and eligible persons reaching the age of 60 in 3 months can apply for JoyYou Card now. Each eligible applicant will only be issued with one JoyYou Card. Applicants should send the completed application form https://www.octopus.com.hk/en/document/joyyou_apply.pdf with a copy of their Hong Kong identity card and a 1.5 x 2 inch colour passport photo (with white or plain light colour background) taken within six months by post to the address specified on the application form. JoyYou Card will be mailed to the correspondence address in Hong Kong given by eligible applicants within four weeks upon receipt of the required information and documents.
